Why cap to cash after a reserve?

A percentage of the whole sheet can exceed cash you are willing to move. The reserve is operating float, payroll, or condo contingency. This tool refuses to pretend that money is free.

Where should the allocation sit?

Individuals: often a Canadian Bitcoin ETF inside a TFSA when room exists. Corporations and condo boards: see Corporate Treasury and Condo Framework. Spot Bitcoin is not TFSA-eligible.

Is 2% a recommendation?

No. It is a starting slider. Boards and owners pick a band they can defend in writing. Volatility is the toll.
